Public antagonism towards the enemy – and enemy aliens – was one factor that drove the policy of internment. Hostility manifested itself in a number of ways: job dismissals, attacks on foreign-owned establishments, and harassment. Enemy figures, such as Germany’s Kaiser Wilhelm II, were vilified.
